Hong Ngoc was born on August 6, 1978 in Binh Long district, Song Be province (now in Binh Phuoc province). Hong Ngoc is the fourth child in a family of 5 siblings. Hong Ngoc's father, a native of Ninh Binh, is the owner of a band, so he inspired her to sing.
